Background

In an effort to develop mutual recognition of air cargo security programs, the Government of Canada – in collaboration with the global partners including the United States, the European Union and Australia – has developed an Air Cargo Security (ACS) program that meets the highest standards to reduce risks to the safety and security of the travelling public. This is a similar program to U.S. TSA Certified Cargo Screening Program (CCSP).

In this measure, Transport Canada (TC) has introduced new regulatory requirements for air cargo security which applies to domestic, transborder, and international passenger flights transporting screened passengers from Canada’s designated airports. The measure requires air carriers to secure all air cargo before loading onto the aircraft to the same level of security as that for passenger baggage.

The ACS program applies to any business and/or person that ships or handles cargo that will travel by air, either domestically in Canada or to the United States and other international destinations including air carriers, freight forwarders, air carrier representatives and shippers.
